UPI Payments Up to Rs 2,000 Will Remain Free Under New Rule

UPI payments up to Rs 2,000 will remain free under a new Ministry of Finance notification that bars banks and system providers from imposing charges on qualifying digital transactions. The direction also covers RuPay debit card payments, providing a clear framework for widely used electronic payment methods.
Transactions above ₹2,000 represent a relatively small portion of P2M payments by number but account for a substantially larger share of the total payment value. This distinction becomes important when assessing how the new fee framework affects different types of digital payments.
The UPI transaction fee rule gives consumers and merchants a defined exemption for qualifying payments. Banks and system providers will need to follow the notification when processing transactions covered by the government’s direction.
The rule does not state that every UPI transaction is covered by the same exemption. Its specified limit applies to eligible P2M payments of up to ₹2,000, while the supplied notification does not extend the stated exemption to transactions above that threshold.
RuPay debit card payments covered by the notification are also protected from direct or indirect charges by banks and system providers.
For consumers and merchants, UPI payments up to Rs 2,000 will continue without charges imposed by banks or system providers under the notification. Payment providers will now have to ensure that covered transactions are processed according to the new direction.
The UPI transaction fee rule also keeps attention on larger-value digital payments, which account for a smaller share of transaction volume but a significant portion of overall payment value. The treatment of those transactions will remain an important part of the broader discussion around digital payment fees.
